Gumbo's escaped from the Irish jail and made his way to a new country, a new destination. This time he's relaxing in a relatively small city, which despite it's small size was important in ancient times and still is today. Today's puzzle photo is a detail of this city we'd like you to identify.

I see what looks like s a structure to hold back ocean waves up front and mountains in the back. I am initially thinking Chile or Peru.

Most buildings are non-descript, but one roof is slightly ornate, possibly Iberian. The tidal variation looks too much for the Mediterranean, so I wonder if this is Atlantic Spain or Portugal. Argentina is another possibility.
