You'd think Germany would be rich in WiFi, like many of its neighbors, but it turns out that public WiFi is scarce, and often unavailable to restaurant and hotel guests, because of a 2010 legal ruling. German Chancellor Angela Merkel has promised to do something about it.
In a recent study, Germany had 1.9 hotspots per 10,000 people, compared to 29 in UK and 37 in S. Korea. The 2010 ruling made hotspot owners legally responsible for any violations of laws, copyrights, etc. by anyone using the hotspot.
