India's Crowded Roads, Empty Expressways

India is slowly (more slowly than intended) developing a network of superhighways to speed traffic between its major cities and relieve incredibly slow and crowded existing highways. Yet, according to this Guardian (UK) report, hardly anyone is using the new roads. The writer speculates it may be a combination of habit and high tolls.

I guess I'm not surprised that high toll roads keep a lot of the locals that just managed to buy a car off the expressways.

best way to keep people from using a new service is to tax it heavily. Works every time.
