Where Stairs are Streets

I’ve often described Lisbon as a city that is “steep, but cheap.” We’ll be back in a few months to see if it is still the great bargain (for travelers, not residents) that it was a few years ago…but I already know we’ll be dealing with some of these steps that serve as streets between upper and lower parts of many neighborhoods.
