The headline is not a typo or a mistake.
Travelers arriving from the tiny French island community of Saint-Pierre-et-Miquelon, just off the coat of Newfoundland will now be subject to new border controls—visa-exempt foreign nationals will now need a Canadian Electronic Travel Authorization to enter Canada from the islands.
The change came about because Canada became aware that the ferries from the islands to Newfoundland were being used as a sort of back-door to Canada by travelers who had been denied Canadian visas, or who would have been turned away because of past records. The islands can be reached by direct flights from Paris in summer, and all year by flights transiting Canadian airports without technically entering Canada.
The new rules, which take effect this week, don’t apply to residents of the islands, U.S. or Canadian citizens or seafarers working on ships or fishing boats.
