Gumbo sometimes travels to the past, and sometimes the future. Or do these two represent the past and a more distant past? If you can unravel where Gumbo was standing, he'll explain how these two came to be in the same place and yet not...

I think this is on Wall St, NYC.  They began putting the finishing touches on the building and were almost done, fall of 1929, and by the time they got to the one on the right, they'd run out of money.  Years later, when they could have finished it, they called it a great example of art deco and left it that way.

I haven't seen these details anywhere, but because of some other similarities and the date, I'm going to say the Bank of England, London.
 
"1925-1939 Sir Herbert Baker    Between 1925 and 1939 he demolished what had become known as 'The Old Bank' or 'Soane's Bank' (then regarded as one of London's architectural gems) and built a new headquarters for the Bank on the same 3 ½ acre Theadneedle Street site."
