Spotted on the Road. San Juan Capistrano

Enjoyed a pleasant afternoon in this charming small city, and came across this buggy while walking the streets.

Looks even more modified than Cuban cars and it bears a Ford log on its grill, but can someone help figure out exactly what type of car this is?
