The $6 million refurbished airport in Dachangshan island, off China's north-east coast, planned to welcome 78,000 passengers in 2015. Those plans have not been realized and the airport largely sits vacant and it's hard to get a flight out of it. The last data in 2013 showed the airport had less than 4,000 passengers. Now, the Dalian government plans to spend the equivalent of $238.9 million dollars this year to expand the airport to accommodate what it says will be 250,000 passengers by 2020.
