Led by Greece, which like a number of other southern European countries depends heavily on keeping northern Europeans warm on its beaches when the temperature drops, the EU is considering a common vaccination certificate that could serve as a passport to revived travel.
Ursula von der Leyen, President of the European Commission, has proposed that it be combined with listing for Covid-19 test results as a single credential that could help re-open travel and reverse some of the economic damage. Similar proposals are being tested in the UK, and airlines and their associations are pushing the idea.
On the other hand, there is some opposition to the idea, which will be discussed in a video meeting of EU leaders next week, with some people fearing that it will soon divide people into haves and have-nots, those who are able to travel and those who can't.
