English as a second language: Who's best?

Among the things you probably never wondered is "Has someone ever ranked the world's countries that don't speak English by how proficiently their residents speak English?" Now you don't have to wonder; the answer is YES! and we have the list.

 

It's called the EF-English Proficiency Index, and it's used by English-speaking schools and universities to rate the English proficiency of applicants (so it won't really tell you as much as you might like about the skills you'll encounter visiting those countries. Nonetheless, many attribute serious meaning to it, and this week's newspapers in Scandinavia have seen some (hopefully) friendly rivalry between Sweden (which moved to the top of the list) and Norway (which fell to #4 behind Netherlands and Denmark).

 

That's the top of the list; further down, unfavorable comments and calls for action appeared in countries that fell near the bottom of the European portion of the list, including France, which came in just above Russia, Turkey and Azerbaijan.
