EU’s red-light-green-light plan stalls

A plan to coordinate travel policies and restrictions across Europe in hopes of simplifying travel and avoiding unexpected quarantines through a uniform red-light/green-light system is still only a proposal, a month after the European Commission proposed it to the member states.

The Commission proposed the plan as a way to deal with constantly shifting rules by various states as coronavirus outbreaks popped up in different places, sometimes requiring travelers returning from supposedly safe destinations to quarantine on their way homes. At present, each country has control of its color-coding of areas for travel, and no common set of criteria.

Although the plan still has strong backing from the quasi-legislative Commission, the Council, which has one representative of each member state, gave it only a brief discussion at its September 22 meeting.
